Is the Israeli Government Obligated to Rescue Its Citizens In Nepal?

As supplies are running low and the weather turns bad in Nepal, the sense of urgency to rescue Israelis stranded as a result of the earthquake grows. Does the Israeli government have an obligation to rescue its citizens? Do Israelis have the right to demand, or even expect, this from their government?
